He drives teams to create proposal sections that not only comply with the requirements but also communicate details of a comprehensive, cohesive approach. Richard wins proposals by offering well documented strategies that provide clear customer benefits and approaches that present persuasive arguments for selection. His proposals are lauded by source selection personnel for presenting more in depth technical/management understanding than the competitors’. Richard is an experienced professional working on proposals since 1984. On the Y-12/Pantex bid, Richard led the approach to merger criterion by conceiving, developing and presenting a highly scored approach to combine M&O operations for significant cost savings. He recently led a 14 person team in developing an 850 page detailed decommissioning for the UK Dounreay site. He managed the 27-person team developing the 300 page management volume for the Sellafield M&O contract. On PRC, Richard led a technical team of more than 40 individuals to create the 400 page technical section. On West Valley, he led the 100 page technical volume (23 technical personnel) for the original submittal and the BAFO. On the Low Level Repository, Richard led a team of 23 individuals to produce the 489 page management volume that contained 26 sections, 9 curriculum vitiate, and 7 management plans. Richard is adept at raising the level of communication in sections. He works with authors to create materials that present key strategic elements, focus on the important issues and highlight bidder strengths while protecting vulnerabilities. His writing skills are superb. He is able to re-write obtuse and poorly written material to produce compelling, hard hitting, focused text. He develops strong graphic concepts with a firm understanding of what communicates successfully and what has worked in the past. In addition, Richard applies his background in DOE project management and policy, support services and manufacturing to develop practical solutions to a broad range of industry challenges. Richard has a diverse proposal background. He has served as a proposal manager, volume captain, section lead, a primary writer and has been a key participant in strategy development and a subject matter expert for management and technical issues. He has also participated in capture planning, teaming and competitive analysis, SOW analysis, design and self-assessments for the Y-12, INEEL, MOX and Oak Ridge EM procurements. While working on projects in direct support to DOE and its contractors, Richard developed approaches that were implemented by the National Spent Nuclear Fuel program and DOE field offices. He was responsible for production control in support of several reactor contracts involving more than $700 million of hardware. He also supported production of space power hardware and program management of space reactor business activities. All of Richard’s experience coupled with his backgrounds in production/resource management, project controls, program planning, policy development, business and strategic planning and system analysis provides a strong foundation for the support of clients’ proposal preparation and marketing efforts. |
