M.B.A., 1986 Lynchburg College B.S., Mechanical Engineering, 1981 Virginia Polytechnic Institute and State University Experience Bob is an expert in positioning and bidding large complex government contracts, having won more than $145 billion in projects for clients ($100 billion since 2000). He has worked on more than 250 proposals across a diverse set of federal and state customers. He has a full understanding of M&O contracts and the long history of US Department of Energy contracts. He is a seasoned business development professional, particularly in positioning, bidding and winning Army, UK NDA and Department of Energy contracts. Bob has successfully managed difficult-to-win (West Valley), first-of-a-kind (LLWR near Drigg), incumbent (PAIS IV), and market penetration (ABCDF) proposals. He is adept at managing orals (Pantex), coaching orals (Antarctic Support) and leading oral proposals (PAIS III). His proposal expertise and knowledge of the competitive marketplace and procurement history provides the foundation for leading review teams (LLNL), preparing competitive assessments (SBCCOM technical), and supporting political approaches (New Generation Reactor), communications plans (River Corridor) and technical presentations (AAFB security). His contacts in the industry and knowledge of current contract structure provide the ability to support teaming and negotiations between partner organizations. Bob has worked on business development activities at all DOE sites, managed more than 15 proposals to the US Army, played instrumental roles in 4 major procurements by the UK government, and worked on business development with numerous US government agencies (Department of State, Treasury, Office of the President), as well as the Department of Defense (Joint Services, Navy, Marine Corps, Army, Air Force) and non-federal agencies (California Department of Transportation, Oregon State Police/Department of Corrections, US Post Office). He has served in nearly every proposal capacity including capture manager, proposal manager, lead writer, section leader, volume leader, red team captain, review team member, orals leader and editor. He has worked with and is familiar with all the major proposal processes. A master communicator with engineering expertise, Bob brings together diverse skills to produce compelling, cohesive sales documents for the most complex procurements such as the Sellafield M&O, the River Corridor Closure and the Antarctic Support Services contracts. He applies these team building techniques to unify bid and presentation teams. Bob’s business development experience, coupled with his background in nuclear processing and handling, engineering, development and research application, auditing, and quality assurance for DOE and Department of Defense customers provides a strong foundation for support of clients’ proposal preparation, marketing efforts and contract procurement. |
